If you want good upload speed you'd need to check your phone lines and then manage to convince Telstra that your home is actually a business and get them to put in optics.

Most residential connections are the latter with most of the line being devoted to downloading compared to uploading as it isn't as important.
A business connection will generally be symmetrical as they require to upload information servers or use VPNs.
So your upload is not what you want pretty much because you're on a residential connection in combination with you having a slow connection all together.

Don't let the world deceive you. Don't let their words betray you.
Don't let their lies deceive you. Let them do their worst.

Checkmate. On-campus Uni internet (obviously at off-peak times, upload is still around 60-80mb in peak time).

Don't wanna burst your bubble but my uni has clocked speeds of 500mb+ upload in peak times on the PC's.
Don't wanna burst yours either but my TAFE has clocked speeds of 1Mbps upload at peak times.

Pretty much Australia not realising the potential that the internet had in the late 90s early 00s.
